Up to date guidance notes released on HIPs in the
lead up to the implementation date

The
official
HIPs procedural guidelines have just been released by the government
following their passage through the parliamentary system.
The guidelines deal with the process from an
industry perspective rather than a consumer one. They outline what the
pack should contain, how it should be comprised and
what areas need to be covered. In a direct quote from the press release:
"The guidance is aimed at
property professionals involved in the home buying and selling process,
including solicitors, licensed conveyancers, estate agents, auctioneers,
builders, property developers, surveyors, home inspectors, energy assessors,
personal search companies and mortgage lenders.
The guidance will also be of
interest to new companies specialising in producing Home Information Packs for
the market and sellers who wish to assemble their own packs.
The guidance is also relevant
to local authorities and Drainage and Water Companies in their role as providers
of search information. Local authorities also have an interest as housing
authorities, as do housing associations. Local authorities are also responsible
for the enforcement of the Home Information Pack duties, together with the
Office of Fair Trading, and will be interested in this aspect of the guidance"
