HIPs may be delayed until Autumn 2007

The reaction
to the governments about turn on
HIPs this week has led to yet more confusion with some industry bodies
claiming the regime cannot commence until September or October 2007 at the
earliest.
Following the
announcement on the
23rd May 2007 there is further confusion about when the Home Information Pack
regime will actually commence.
The government are adamant this
will be around the 1st August but according to the Royal
Institution of Chartered Surveyors (RICS) this will not be possible due to
the extended consultation period which will last at least 3 months from the date
of the governments announcement.
In other words there is no
guarantee whatsoever that the government will be going ahead with the radical
changes on the 1st August as they have stated this week. It seems that yet again
they have got this badly wrong.
There was even more controversy
this week when it emerged that different statistics had been provided in
statements from the two main ministers in charge of the packs. Ruth Kelly
advised Parliament that around 1000 domestic energy inspectors would be ready
for the roll out in August. Yvette Cooper on the other hand suggested the
figure would be more like 500. So in addition to the embarrassment there are no
charges that the government has misled Parliament.
It couldnt get much worse for
them...... could it?
